Minutes of Parish Meeting  

Minutes of the Norton Bavant Parish meeting held on Wednesday 5th October 2011 in Norton Bavant Village Hall, at 7.30pm.

Present:Geoffrey Frost (Chairman), Gordon Evans (Clerk), Catherine Parker, Liz Dawson, Pat Frost, Suzanne Newman, Viv Edgar, Mike Edgar, Mike Wooldridge, Edward Moore.

1 Apologies

2 Minutes of the meeting held on 9th March 2011
The minutes of the previous meeting were approved and signed by the Chairman.

3 Matters arising (not listed on the agenda)
There were no matters arising.

4 The Telephone Box
It was reported that the further work on the telephone box is still pending.

5 The Village Hall and Playing Field
The Clerk reported that the Village Hall is in good order. The alarm system in the disabled toilet has had to be replaced by an electrician and an order has been placed for the external redecoration. The heating in the hall is being reviewed as the existing fan assisted heaters are too noisy for some of the activities and they are not at all energy efficient. The hall has been used quite extensively in recent months with bookings such as The Wylye Valley Arts Trail, Wylye Valley Meditation Group, Private parties and Pilate Classes.

The Clerk reported that the Playing field is also being used quite extensively.  He had approached the other grass cutting contractor, as he had been requested to do so at the last meeting. The other contractor would be open to taking on the contract if it became available but he could not offer any reduction in price and he was not actively seeking to take contracts away from the current provider.

The meeting was very satisfied with the work being undertaken by the current contractor. It was recognised that it might be desirable to have the grass collected on each occasion when it is cut but that the additional cost incurred could not be justified. The contractor has confirmed that he is always happy to pick up the grass in the field for specific events, if given sufficient notice, the cost of which will be met by the village for village events and by the user for private events.

6 Social Events
The meeting was reminded that the next Social Event is the CURRY NGHT on Saturday the 22nd of October. Viv Edgar asked if A New Years Party is planned for this year. The Clerk reported that there were no plans for such an event as yet!

7 The Queen's Diamond Jubilee
It was proposed that we have a street party on Tuesday the 5th June. The meeting favoured the idea of linking this event in with the Field Day but holding the party in the Centre of the Village. It was also suggested that we integrate the Jubilee Seat into the celebrations, if this is acceptable.

8 Neighbourhood Watch
The Clerk reported that he continues to attend the Neighbourhood Watch Meetings on behalf of the Village. He had reported to the group on the input on Crime Prevention which we had received at our last meeting and others had requested a similar presentation.

9 Any other business
The Clerk put forward a proposal that we make a bid to the Flower Show Committee for a contribution towards the cost of installing railings on both sides of the steps up to the Village Playing Field. The cost of forging the rails and installing them is £562 (£281 each rail) . After some discussion on the detail of the specification it was proposed by the Chairman and seconded by Mike Wooldridge that request for a grant towards this project should be made to the Flower Show Committee. It was carried unanimously.

10 Date of the Next Meeting
The next meeting will take place on Wednesday the 14th March 2012.
